Mandates


Mandates are laws ratified by the Emperor as standing for the entire Sovereignty and must be followed by all Nobility, officials, and citizens as such. Any violation of ratified mandates will result in penalty or Enforcement.

Mandates may be presented to the Emperor for ratification by any member of the Nobility. The pending mandate must be presented in a public forum, and the Emperor shall not ratify or throw out the pending mandate in less than three days time from its posting. Other Nobility, officials, and citizens may, during this time, provide opinins or evidence of the effectiveness or inefficiency of the pending mandate in said public forum.

Current mandates, created and ratified by the Emperor circa the beginning of the Sovereignty are as follows:

I. The word of the Emperor is law.

II. Nobles of different regions may not act against Nobles of other regions in a manner as to diliberately defy their sovereign laws, and as such Nobles should show courtesy to one another, particularly to Nobles of a region that is not your own.

III. An Enforcer acting under the will of the Emperor or direct mandate is not to have their duties hindered by any persons of the Sovereignty, including sovereign laws.

IV. Any breech of law is to be brought forth before the superior Noble(s) of the opposing individuals or factions. Breech of mandate may be brought to the Emperor if both parties cannot agree on a suitable local Noble.

V. Relations with major powers are to be handled by the Emperor himself, including treaties and warfare declarations. Relations with standard powers may be dealt with by the ruling Regent of the region.


Laws

Laws, also called sovereign laws, are regional laws passed by the local Regent and as such only apply to that particular region. However, all citizens within that region, whether from that region or not, must abide by the sovereign laws. A sovereign law may be repealed by the Emperor if good reason is presented by the citizens of the region, and there is agreement by the Emperor.

Sovereign laws will be posted in the laws section for that region in the "Regions" document. If no Sovereign laws exist, then only mandates apply.
